Birney was brought into the world in the year 1939 in Washington, D.C. Birney learned at schools in Brooklyn, Ohio. He finished his examinations at West High School in Cleveland.

He then, at that point, finished his Bachelor in Arts degree from Dartmouth College. He was great at studies with a specialization in English Literature, and English Honors.
